The U.S. Fish and Wildlife Service understands both this challenge and the importance of meeting it and facilitating voluntary cooperative conservation. In the words of agency Director Dan Ashe,

In the late-19th century, and throughout the 20th century, conservation of wild life was driven by and through the protection of public lands. We carved great National Forests, National Parks, and National Wildlife Refuges from the public domain. We used hunter and angler dollars from excise taxes and license revenues to purchase Wildlife Management Areas. But in the 21st century, conservation of wild life will be determined principally by our capacities to drive conservation into the 65–70% of the nation that is private estate. This will be the great innovation, or the great failure of our time in the saddle.233
